Overview - Mine Safety China

Each year more than 6,000 personnel are killed in mine disasters and explosions in China. Many of these disasters occur in developing regions where mining methods are primitive and many mines are illegal.

The Chinese Government are implementing measures to improve safety however, there are difficulties associated with the remoteness of villages and mine sites, unauthorised and illegal mining operations. In 2005 the Chinese Government announced a major crackdown on illegal mines and began closing or merging small mines into larger companies. This process is massive with literally hundreds of thousands of small mines scattered throughout China's countryside. Many itinerant and migrants work in high risk mines. Often these workers are untrained and have no appreciation of the high risk associated with the mining operation.

In order for the improvement of mining safety practices to occur, education and training in the hazards associated with mining operations need to occur both at management and community level.

OSHAID's intervention measures are small however we believe each and every life is sacred and it should not be lost. One life saved through awareness, education and training will be an indicator of success for this project.

China Mine Safety Training Centre

In October 2006, OSHAID International laid the foundations for the establishment of a Mine Safety Training Centre in Guizhou Province in South West China.

The Guizhou Province reported approximately 900 fatalities in the coal mine sector in 2005. Many of these incidents involved substantial roof falls in small mines. Gas explosions were also a key cause of death in the mines.

OSHAID International will undertake this project over a three year period with a possible extension to five years on satisfactory completion of project milestones. This project is approved as an Australian  Tax Deductible Gift Recipient through the Global Development Group Fund.

OSHAID's work will undertake the following:

  • Establish a training centre in Guizhou - Guiyang City.
  • Employ english speaking office administrator.
  • Employ a local translator/interpreter.
  • Employ two Chinese mining engineers who speak the local Guiyang dialect as well as English and Mandarin (Putonghua).
  • Train the engineers in Australian mines over a two month period. Working with Safety Managers.
  • Develop a range of training materials for mine managers and supervisors.
  • Develop a series of materials that are suitable for use in training illiterate and itinerant workforce.
  • Redeploy back to China and identify ten smaller mining communities for targeted intervention and training.
  • Provide representation, where required, for workers who are involved in workplace accidents and/or provide representation for families or deceased workers.
  • Complete a complimentary research project to determine OHS strategies for itinerant workers in developing communities.

Projected Project Budget: $248,000 AUD.

SPONSORSHIP OPPORTUNITIES

 

There are a number of sponsorship opportunities associated with this project. You could sponsor:

1. A mineworker to attend an OHS training program - $15* per worker (includes training, transport and ones day's wages).

2. Training Centre Setup/Ancillary Costs - $15,000*  (Once off Cost).

3. Rent for Training Centre - $12,000* per annum/$1000*per month.

4. Office Administrator Salary -  $7,500*  per annum or $625* per month.

5. Local Mining Engineers/Trainers  (2) Positions - $10,000* per person per annum or $834 per month.

6. Mining Safety Brochures - $10* per set (8 Brochures).

7. Local Translator/Interpreter - $7,500*per annum or $625*.

*All amounts are Australian dollars (AUD).
